Meet the Partners
East Lothian Community Planning Partnership, ELCPP, is a broad based partnership of agencies and organisations from the public, voluntary, private and community sectors that work together to plan services. Our aim is to ensure that all East Lothian services truly meet the needs of the people who use them or who are affected by them. This way of working together is called Community Planning.
ELCPP agreed a new structure on 2 September 2009 and a new partnership agreement is being developed.

East Lothian Community Planning Board
The East Lothian Community Planning Board provides strategic leadership and direction to community planning and oversees the development and delivery of the Single Outcome Agreement (SOA), tackling barriers, developing joint working, resourcing, ensuring that all other plans fit with the SOA and negotiations with the Scottish Government. Board members are key decision makers and chief officers from the main providers of local services. The Board works closely with the SOA Theme Groups.

East Lothian Community Planning Working Group
The East Lothian Community Planning Working Group supports the delivery of the Single Outcome Agreement through coordination across all relevant groups and agencies involved in community planning. Members are staff from organisations in the Board with a remit for community planning, engagement and equalities and representatives from each SOA theme group.

East Lothian Community Engagement Sub Group
The East Lothian Community Engagement Sub Group (of the Working Group) leads on developing effective community engagement throughout community planning. Members are representatives from partner organisations with lead responsibility for developing community participation and influence across services.

East Lothian Community Planning Single Outcome Agreement Theme Groups
The SOA Theme Groups develop and ensure delivery of the policy areas and outcomes of their part of the SOA. These Theme Groups may be part of an existing key group such as the Community Safety Forum or they may link several key groups, as is the case for Health and Social Care and Environment, Houses and Places. Together these groups draw a great many organisations, communities and individuals into community planning – they may be partnerships, joint planning or working groups or advisory groups or forums. Their members link into services and community networks across East Lothian. You can see these groups in Partnership in Action.
Local Area Forums
Local Area Forums (LAF) are forward looking planning groups which bring together a wide range of community representatives and service providers. Each LAF looks at key issues for their area and agrees a shared vision and local community plan. LAF members have agreed to engage with the services and communities they represent. There are currently two LAFs – one in the Dunbar ward area and another in Musselburgh and surrounding villages.

East Lothian Community Planning Forum
The East Lothian Community Planning Forum supports and enhances community planning with a particular regard for community engagement and partnership working. The forum does not have formal fixed membership and forum events are open to representatives of groups and individuals involved in community planning through the themes and local areas.
