Health Promotion Service Training Brochure

The NHS Lothian Health Promotion Service capacity building training programme October 2010 - June 2011.

NHS LothianThe programme has been developed in line with the Health Promotion Service life stage approach. This year's courses provide an increased emphasis on early years and on children and young people.

One notable exception to this is the new course Promoting health with people with a learning disability, a welcome addition with a focus on a population group that experiences significant health inequalities and difficulties in accessing health care.

Seminar - ‘Tackling Poverty in East Lothian’: Three Agendas: One Challenge

Organised by the Tackling Poverty Theme Group & Support from the Start Project Board

'Achieving Our Potential' is the Scottish Government's framework for tackling poverty and income inequality. This, together with the framework for health inequality ‘Equally Well' and the Early Years framework, set out the vision and supporting actions which seek to address the causes and effects of poverty, disadvantage and inequality.

The context in which we have been working to tackle deprivation has changed. How can we ensure that activities to tackle poverty and deprivation remain a priority for resource allocation in a time of financial restraint?

This seminar will seek to:

  • reinvigorate a commitment to the tackling poverty agenda with a focus on the root causes of poverty and early years
  • develop a shared vision and ownership of the challenge to tackle deprivation
  • identify the key priorities for tackling poverty in the 2011 Single Outcome Agreement and the future of funding this area

The morning of the seminar will also offer the opportunity to learn more about making good financial choices and the options available to families in East Lothian.

Conference - Empowering Communities to Respond to the Challenges Facing Public Services

In the next few years our public services, and the community activity that they support, will be under severe pressure.

The empowerment of communities is vital to delivering outcomes that improve the quality of our lives. If we do not promote it, it will not only be harder but also more expensive to achieve those outcomes. People from a wide range of political perspectives believe that this is true.

But how can it be made into a reality?

What has to be done to help communities play an effective role, and where is that support to come from?  This conference will look at:

  • the scale of the challenge
  • when and how communities can help to deliver or ‘co-produce' outcomes
  • how community development is needed more than ever to help to make this possible
  • who should be involved and how different sectors can be brought together and supported.

There will also be opportunities to exchange experience, showcase good practice, tools and resources and explore how to work together and support each other.

The conference should appeal to a wide range of people, across the community, voluntary, public and private sectors, who are directly involved in strengthening communities or who want to understand how their contribution to outcomes could be made more effective.

Purpose of the job

To assist the Council in championing, developing and implementing the Council’s Sustainable Development/ Environmental policies and strategies, and developing a performance monitoring framework.

To enthusiastically promote and raise awareness of sustainable development, climate change and related environmental issues within the Council, its Community Planning partners and the wider community in East Lothian.

Major Tasks

1. To advise the public, Council members and officials on sustainable development, climate change and related environmental policy matters.
2. To assist the Director and Senior Environmental & Consumer Services Manager, in developing, reviewing, monitoring and implementing an East Lothian Environmental Strategy, Action Plan, and policies including Climate Change issues.
3. To support the development and operation of an East Lothian Environment Forum
4. To assist in developing and promoting an internal environmental management programme within the Council.
5. To raise awareness of sustainable development, climate change and related environmental policy matters to the public and within the Council and its partners.

 

It is anticipated that the post holder will commence work around the end of November 2010.

Climate Change Survey

As part of a project into how climate change Fishing at Tornessmay affect us in the future, the Council is asking the residents of East Lothian to share their stories and experiences of how extreme weather events have affected them.

Amber Moss, Sustainable Development Officer explained: "We are looking back at the weather events of the last 10 years, including everything from flooding, storms and snow to heat waves. The information local residents can provide on how weather has impacted on their lives will be of great use when deciding how best to respond to the changing weather climate change is likely to bring."

There is a short online survey which can be filled in now for this project at www.surveymonkey.com/s/lclip which shouldn't take more than 10 minutes to complete. The survey is available until Friday 20 August.

New ELCPP Statement of Intent for East Lothian

“We will work in partnership to build an East Lothian where everyone has the opportunity to lead a fulfilling life

and which contributes to a fair and sustainable future for Scotland and the wider world.”

 

On behalf of the ELCPP Board I am pleased to present the final Statement of Intent for East Lothian, above. The Statement of Intent sets out what ELCPP aims to achieve together in the long term. It  will guide the strategic direction of the partnership and in particular the next Single Outcome Agreement planned for 2011.  By extension the Statement of intent will have an influence on the direction of travel for partner organisations and groups.

 

Throughout May we carried out a consultation on the ELCPP Board’s Statement of Intent. There were 28 responses from across this partnership with several suggestions for change. The Board discussed these suggestions at their 15 June meeting and agreed this amended Statement of Intent for East Lothian (with a grammatical adjustment post meeting). Call for UK Partners for British Council Active Citizens Programme - Funding to £7,500 / Deadline Friday 9 July 2010!

Draft Environment Strategy for East Lothian – Your Views Sought

'East Lothian is a place of place of opportunity, with a  thriving low carbon economy, healthy communities and a high quality environment for all'

Fishing at TornessThis is the East Lothian Community Planning Partnership (ELCPP) vision within the draft Environment Strategy for East Lothian for 2010-15.  The draft Strategy outlines how the county might address local and global environmental challenges and progress to a more sustainable future for East Lothian.  The Environment Strategy spans the current East Lothian Single Outcome Agreement (SOA) 2009 and will also shape work areas for the 2011 iteration of the SOA.  Do you agree with the vision?  We want to hear your views.

Consultation on this draft Environment Strategy has begun and we are seeking views from individuals and organisations across East Lothian.   As Partnership Groups involved in Community Planning activities, we are keen to hear what you think of the draft Strategy.

Lothian and Borders Fire and Rescue Service - 2010 Strategic Assessment for East Lothian

On behalf of Lothian and Borders Fire and Rescue Board,

Lothian and Borders FireI am pleased to introduce this strategic assessment for East Lothian. The assessment gives a unique insight into our service's activities in the East Lothian area and it is intended that this document will inform our community planning strategy for the area.

The role of effective community planning for delivery of national priorities is recognised by the Scottish Government and the publication of Single Outcome Agreements forms part of the Scottish Government's performance management framework. We recognise the benefits of an outcome based approach and are working with a variety of partners on a number of joint initiatives. Our programmes include working with the elderly, engaging with disaffected youths and safety programmes within schools focussing on fire safety and road safety. In addition to these initiatives, our local service delivery manager takes an active role in the East Lothian Community Safety Partnership (CSP).

This strategic assessment provides information for our partners on a number of fire and rescue related issues. Many of these issues have linkages to social trends that can be identified across different sectors and the ability to work in partnership is key to improving the well-being of our communities. An example of this is the plan for Lothian and Borders Fire and Rescue Service (LBFRS), to present fatal fire case conferences to Community Planning Partnerships (CPP). This may help to identify issues both for the CPP/
CSP and individual agencies, to implement preventative measures, to stop a recurrence of these incidents.

This document identifies the resources that LBFRS has within the East Lothian area. Our community fire stations, situated throughout the area, provide a staffing resource that has the potential for an even greater degree of community planning initiatives with our partners. It is intended that this strategic assessment will inform and facilitate an enhanced level of partnership working. It also identifies what the Service views as its strategic priorities for the East Lothian area. These priorities will be embedded within
our Performance Plan and progress will be monitored and reported on a quarterly basis.

We will undertake to update this document on an annual basis with comparative data from our previous performance. It is linked closely to the production of our service's Performance Plan and is planned to be published in the autumn/winter of each year.
Finally, I look forward to working closely with all our partners and hope that this document provides a focus for planning activities that work towards the achievement of prioritised outcomes in East Lothian.

Health Improvement Fund (HIF) Open for Applications - Deadline for Bids 17 Sept 2010

A Health Improvement Fund (HIF) funding application proforma and a priorities paper prepared recently by the East Lothian Public Health NHS LothianTeam (PHT) are available below to download. 

The priorities paper outlines local HIF priority areas for the funding period 2011 to 2014 and is based on local consultation, information from a combination of public health and health inequalities policy and strategy papers and local, regional and national priorities as expressed in the Single Outcome Agreement, HEAT targets and other relevant documents.  The application form sets out the information required from applicants to the fund.

Please note that bids must have health improvement and tackling health inequalities as a key focus.  Applicants should also note that their bid should fit as closely as possible with the key priority areas outlined in the attached priorities paper.

The Public Health Team invite bids from any and all interested parties.  

The closing date for bids is the 17th Sept 2010.

Welcome to Refugee Week in East Lothian a Programme of Events in May and June 2010

Refugee Week is a UK-wide programme of arts, cultural and educational events that celebrate the contribution of refugees to the UK, and encourages a better understanding between communities.

East Lothian Diversity Network together with East Lothian Council's Arts, Museums and Library Service has developed a programme of events to mark Refugee Week locally. Young People East Lothian Transport Survey

Transpoty Consultation

Since September 2009, staff have been working with a group of young people from minority ethnic communities living in east Lothian. Five of the young people come from Poland, one from Portugal, one from Hungary and another young person comes from China. The young people range in ages from 14 to 17.

The purpose of the 'Access all Areas' Project is to support young people from BME communities to gain confidence to speak up about  local issues and consult with their communities about this. In doing this young people have had the opportunity to discuss local issues that are important to them.

They are undertaking a consultation with other young people and service providers about transport and access to local services. The idea is that they will  then analyse and present their findings to decision making forums in East Lothian.

Around the World in 80 Recipes - Windygoul Primary School Parent Council

Windygoul Primary School Parent Council has just launched its Fairtrade cookbook called, Around the World in 80 Recipes. This cookbook was created Winygoul schoolby the Thinking Globally sub group of the Parent Council, which comprises parents and staff from Windygoul Primary School in Tranent, Scotland.

Why create a cookbook?

We had a vision. We wanted to:

  • find a way to celebrate the rich multicultural diversity within the Windygoul Primary School community.
  • raise awareness of global issues within our school community.
  • raise funds for the Parent Council so that it can support future activities for the pupils of the school.
  • help support the school's campaign for Fairtrade status by using as many Fairtrade recipes and ingredients as we could.

Besides, everyone loves food. And each of us has a story to tell about our favourite family recipes; where they come from, who mastered cooking them, and the times we've enjoyed sharing them.

While our school community is mainly Scottish, some of us are from other countries, or have families, parents or grandparents from other countries. Most of us have also travelled to other countries on holiday. There is a richness in our cultural connections with countries around the globe. And we are proud to celebrate that diversity in Windygoul.

ELCPP Wide Consultation on a Statement of Intent for East Lothian 26 April-31 May2010

We are holding a consultation on the ELCPP Board's proposal for a Statement of Intent for East Lothian. This consultation is within community planning, that is partners, groups, organisations and networks involved in partnership working across community planning rather than with the wider public.

Earlier this year two existing partnerships (East Lothian Violence Against Women and Midlothian Domestic Abuse Forums) agreed to establish a joint multi-agency partnership.  We are now keen to recruit individuals with experience and commitment to fulfil the roles of Chair and Vice-chair of the new East and Mid Lothian Violence Against Women Partnership. These roles will require you ensure that the work is focused on achieving positive outcomes for individuals, families and communities and to provide leadership in the development and embedding of the new partnership arrangements.

We're looking for people:

  • Committed to reducing the impact of violence against women and advancing the agenda across both East Lothian and Midlothian
  • In a position of influence within the community planning framework in either East Lothian or Midlothian

People can volunteer their own time but may also be nominated by others.  Nominations require individuals consent and all candidates need to ensure that they have the capacity to carry out duties as well as the approval of their organisation to enable them to fulfil these responsibilities.  In asking for a Chair and Vice-chair we recognise that there will be an opportunity to share the workload.  To allow the partnership to have the maximum benefit from the positions of Chair and Vice-chair we are stipulating that they must come from different organisations. It is estimated that the partnership will meet bi-monthly with the possibility of reducing to quarterly once established.  As the joint forum will not be formally convened until its first meeting in September 2010, we propose that confirmation of the appointment of Chair and Vice-chair will be carried out by the Chief Executive's of both local authorities.

Expressions of interest should be made to Lyn Jardine (Violence Against Women Strategy Coordinator) by 21st May 2010 and should contain a paragraph or two about why the individual is interested in taking up which of the two roles as well as what they consider they will bring to the role. All received interests will be considered by the joint VAWF working group before a final decision is made.

Calling for nominations for best practice in consumer engagement

The need to engage consumers in decision-making is a principle accepted across the Scottish public sector.  But what is best practice, and how can we learn from what colleagues across the public sector are doing?  To identify and share best practice in consumer engagement, Consumer Focus Scotland is inviting nominations of best practice from local authorities, health boards and their partners.

East Lothian Community PlanningNominations will be considered by an expert panel and successful projects will be invited to take part in an event to share best practice and celebrate their success.  The projects will also be featured in a publication exploring best practice in consumer engagement that will be circulated to MSPs and senior managers across the public sector.  All the information you need to make your nomination are attached and the final deadline for full submissions is 14 June 2010.

Free Energy Audit

Jewel & Esk College is involved in a project with the National Union of Students whereby volunteer students are trained to carry out energy audits of a range of premises with the aim of encouraging a reduction in the country’s carbon footprint.

The audit will involve a visit lasting no more than an hour during which the students will look at various aspects of the building with particular reference to energy wastage etc.  They will advise on low cost solutions which can be easily implemented to save energy and money and will produce a short report which will summarise the issues they have highlighted. 

Ultimately, the plan will be that a follow-up visit will be arranged after about a year to see what changes, if any, have been made and if they have made a difference.

East Lothain crowned the UK's first unofficial 'lights-out' champions by WWF

Earth HourWWF Scotland has crowned East Lothian as the UK’s first unofficial ‘lights-out’ champion, for the largest proportion of its population signing up for WWF’s Earth Hour on Saturday 27th March.   Earth Hour aims to make a bold statement of concern about climate change, and in turn convince the world's leaders to take action to conserve Earth's natural environments, people and wildlife.  

East Lothian managed to beat Greater London by almost 5,000 signatories, to the top spot of 100 authorities during the final crucial hour (8.30-9.30pm), with a further five Scottish local authority areas finishing in the UK top ten.

Sustainable Haddington organised a sell out Earth Hour supper at Peter Potter’s in Haddington.  A map showing who had signed up and what they did during Earth Hour in the Dunbar and East Linton ward, was organised by Sustaining Dubar.  Longniddry Primary School’s Eco Committee organised an Earth Day on Friday 26th March, classroom lights and interactive whiteboards were kept off and pupils were encouraged to dress in bright clothing.   Non-essential lights went out across all of East Lothian Council’s buildings, with staff encouraged to switch off IT equipment and lights before heading home for the weekend.

Earth HourEast Lothian resident and member of Sustainable Haddington, Abbie Marland, said:

“To finish top for the entire UK was a fantastic achievement, and just shows how deeply the people of East Lothian and the rest of Scotland care about the environment. This was a really powerful message, delivered by working together at the heart of community. Local support was brilliant – from schools, businesses, our local Council and so many residents. Climate change needs action at every level. We had fun with WWF’s Earth Hour – now we need to make sure East Lothian and the rest of Scotland now lead the way with sustainable living.”

The first East Lothian Third Sector Conference will take place in the great facility that is Musselburgh Racecourse. This event will look to involve the participation of the wider Third Sector in involvement, visioning, agitating, shaping and delivering on the Single Outcome Agreement for East Lothian. Starting with 6 Thematic Groups this is the opportunity to be heard, to discuss and make a lasting contribution.
