On behalf of Lothian and Borders Fire and Rescue Board,
I am pleased to introduce this strategic assessment for East Lothian. The assessment gives a unique insight into our service's activities in the East Lothian area and it is intended that this document will inform our community planning strategy for the area.
The role of effective community planning for delivery of national priorities is recognised by the Scottish Government and the publication of Single Outcome Agreements forms part of the Scottish Government's performance management framework. We recognise the benefits of an outcome based approach and are working with a variety of partners on a number of joint initiatives. Our programmes include working with the elderly, engaging with disaffected youths and safety programmes within schools focussing on fire safety and road safety. In addition to these initiatives, our local service delivery manager takes an active role in the East Lothian Community Safety Partnership (CSP).
This strategic assessment provides information for our partners on a number of fire and rescue related issues. Many of these issues have linkages to social trends that can be identified across different sectors and the ability to work in partnership is key to improving the well-being of our communities. An example of this is the plan for Lothian and Borders Fire and Rescue Service (LBFRS), to present fatal fire case conferences to Community Planning Partnerships (CPP). This may help to identify issues both for the CPP/
CSP and individual agencies, to implement preventative measures, to stop a recurrence of these incidents.
This document identifies the resources that LBFRS has within the East Lothian area. Our community fire stations, situated throughout the area, provide a staffing resource that has the potential for an even greater degree of community planning initiatives with our partners. It is intended that this strategic assessment will inform and facilitate an enhanced level of partnership working. It also identifies what the Service views as its strategic priorities for the East Lothian area. These priorities will be embedded within
our Performance Plan and progress will be monitored and reported on a quarterly basis.
We will undertake to update this document on an annual basis with comparative data from our previous performance. It is linked closely to the production of our service's Performance Plan and is planned to be published in the autumn/winter of each year.
Finally, I look forward to working closely with all our partners and hope that this document provides a focus for planning activities that work towards the achievement of prioritised outcomes in East Lothian.
